Heat whipping cream until the edges start to bubble, then pour it over chopped chocolate, add salt and stir until smooth.
Beat cold heavy whipping cream, cocoa powder, and vanilla until stiff peaks form, then fold in the sweetened condensed milk.
Pour half of the ice cream into a freezer-safe container and drizzle with ganache. Repeat and swirl the ganache through the ice cream, then freeze for at least 4 hours.
